Summary

There's some ambiguity/confusion about collection identifiers. We have a "real" identifier handy, and forms should accept it when a collection reference is necessary.

• update https://handbook.arctosdb.org/documentation/developer-guide.html#identifier-convention
• rename most "guid_prefix" sorts of things to collectionID as they're rebuilt/opportunity presents itself, accept
  • collectionID, eg https://arctos.database.museum/collection/UAM:Mamm, or
  • guid_prefix eg UAM:Mamm

in the same way GUID/triplet are largely interchangeable internally

More-accessible identifiers; ability to know if you have a functional identifier, and what it identifies

This is implemented for #613, I did not rename, kept guid_prefix, just used above function so that both eg https://arctos.database.museum/collection/MVZ:Herp and MVZ:Herp resolve. Probably less disruptive NOW, but also somewhat cryptic, local, and probably more long-term confusing. IDK which is better, could use guidance/thoughts on this @mkoo , super-low priority (I think/hope)
