Archive Vancouver page with link in footer

Background

1. @MattCarolan want to preserve the pages history. He requested to archive Vancouver page and add a new link in the footer section. The 2025 page version is one of the example of the archived page: https://cloudsummit.ca/archive/2025/index.html

Acceptance criteria

1. Add an "2026 - Vancouver" link in the footer section. NOTE: The section will house the Toronto page once the event is concluded.

2. When users click the 2026 - Vancouver link, it will redirect to the archived Vancouver page.
3. Write unit tests to ensure the functionality is working as expected.
