Add support for building for the amd64 architecture on arm64

Need to prepare build enviroment for building amd64 on arm64 devices.

User story:
As a developer, I want to smoothly develop for amd64 systems to test and debug code on target system.

DoD:

• Conanfile for crossbuilding
• Tested on arm64 systems

The task has been paused due to testing difficulties. When emulating on qemu, the service build crashes with a segfault error in the b2/5.4.2 package

The main problem is the collection of tests in ctest. When building the project under amd64, an executable file of the tests under amd64 is also generated. And ctest tries to run it to collect information about testcases, which is clearly not possible after cross-compilation.
