Updating the libodb and libodb-pgsql recipes for Conan.

User story:
As a developer, I want to update own conan libodb and libodb-pgsql recipes, so that recipes from to-dos-api-cpp is relevant recipes are those included in conan-tourmalinecore-recipes.

DoD:

• The libodb and libodb-pgsql recipes in to-dos-api-cpp have been updated to reflect conan-tourmalinecore-recipes
