Augment existing Github Problem Matcher for `go test ./...` output

Description:
Add a github problem matcher to match go test ./... output, matching any go test failures.

Justification:
I would like to be able to see test failures inline in the PR files view, just like how go lints will show up.

You want you have a GitHub action that does a go test report via annotations.

setup-go action is about setting up Go

It doesn't launch anything, so nothing like go test, it's a good thing.

For me, it's a component anyone can use the way they want.

You want to launch go test and get a report.

Did you consider this GHA?

Eh, I want the existing https://github.com/actions/setup-go/blob/main/matchers.json problem matcher to also work for testing output, I think since golang includes the testing framework, it'd be reasonable to include the matcher in the setup action, no?

There's already a matcher for go lint errors here, it's been quite helpful <3
