Add 1st party Ruff support

Curious if maintainers would be willing to take another look at ruff. It's currently undergoing a meteoric rise due its speed and breadth of linting rules but was excluded from 1st party support in #19843.

There's no urgent need since @charliermarsh wrote an excellent extension but long-term, I think ruff will become the go-to Python linter so would be good to have it in the Python extension.

We actually worked with Charlie on his extension to help him with it.

And we are moving away from shipping tool support in the extension specifically so that tools like Ruff are on equal footing with any other tool. Plus it means we don't have to try and keep up with Charlie this way. 😉
