Add a comprehensive "Ordinary fixed-point types" section to the "Numerics" chapter of the "Advanced Ada" course.
Also: add admonition about fractional digits.

Looks good. I particularly like the new Fine_Delta section, and avoiding the use of unsafe check suppression.
