Introduce support for building Docker images for both amd64 and arm64 platforms using Docker Buildx and QEMU.
CI pipeline reworked:
integration tests against a real PostgreSQL database now run before the build and publish steps.
Push to Docker Hub only happens when tests pass and only on merge to master (not on PRs).
Added an minimal integration test that verifies backup and restore of real data.
