What changed
Adds persisted subagent dispatch envelopes, task-level independent review envelopes pinned to a returned diff hash, read-only reconciliation, explicitly enabled local execution, bounded waves, and advisory recommendations.
Safety
Dispatch cannot approve, commit, push, merge, release, or resolve remote reviews.
