feat: upgrade kuperator charts v0.7.4

Bump kuperator chart to 0.7.4 (image tag v0.7.4). Templates are unchanged from 0.7.3; only Chart.yaml and values.yaml version fields are updated. Symlink charts/kuperator now points to versions/kuperator/0.7.4.
