chore: add Robinhood Chain deployments

Summary

• add Robinhood Chain mainnet (4663) and testnet (46630) RPC and Blockscout verification configuration
• add Foundry broadcast artifacts for the Delegation Framework, caveat enforcers, EIP-7702 implementation, and SimpleFactory on both networks
• deploy the documented suite at its canonical deterministic addresses

Test plan

• Confirm all 42 documented suite addresses contain code on mainnet and testnet
• Verify all 42 documented contracts on both Blockscout explorers
• Confirm DelegationManager ownership is assigned to the canonical deployer
• Run forge build

Note

The standalone SCL library bytecode on mainnet matches the verified testnet deployment, but Robinhood mainnet Blockscout did not publish its standalone verification after accepting both standard-JSON and flattened submissions. HybridDeleGator itself is verified with the linked library configuration.
