Move fully-shipped implementation plans out of docs/todo into docs/completed: - workflow-audit-remediation-plan.md (epic onetwo3d-ims-r3xh closed, Waves 1-4) - connector-groundwork-plan.md (epic onetwo3d-ims-b8i6, PR #360) - unified-fx-rates-plan.md (all 5 phases shipped) - unified-fx-rates-cutover.md (Phase 5 cutover runbook) Refresh both README indexes and annotate the remaining docs/todo plans with their current open/partial status (verified against code, git and bd).
