Show timeline-linked state only when the browser provides decoded video frame callbacks. Keep the authenticated MP4 fallback without inferred phase state.
Start the one-time muted presentation only after the evidence viewer enters the viewport. Preserve reduced-motion behavior and the manual replay control.
