Manually adding dependencies to a file with pinned versions like this one can sometimes lead to inconsistencies. If requirements_frozen.txt is generated from another file (e.g., requirements.txt) using a tool like pip-compile or pip freeze, it would be preferable to update the source file and regenerate this one. This ensures that all dependencies and their sub-dependencies are resolved correctly. If this file is manually maintained, then this change is fine.
