WHY are these changes introduced?

packages/cli-kit/src/public/node/global-context.ts had no dedicated unit tests and 0% test coverage.

WHAT is this pull request doing?

1. Adds _resetGlobalContext() in packages/cli-kit/src/public/node/global-context.ts to allow safe, clean state reset in unit testing.
2. Creates packages/cli-kit/src/public/node/global-context.test.ts to fully cover getter (getCurrentCommandId), setter (setCurrentCommandId), and reset functionalities.
