Overview
Points theme deployment at a QA prerelease build from vc-frontend PR 2432.

The URL in theme/artifact.json changes from the 2.55.0 GitHub release zip to vc-theme-b2b-vue-2.56.0-pr-2432 on vc3prerelease.blob.core.windows.net. Deploy workflows read this file (e.g. deploy-theme.yml via jq -r '.URL') to set the theme package for the environment.
