Overview
Updates backend/packages.json so QA pulls VirtoCommerce.XCatalog from the AzureBlob prerelease feed instead of GithubReleases.

Adds an Azure module entry for VirtoCommerce.XCatalog_3.1017.0.zip and removes the GithubReleases pin at version 3.1016.0. Remaining diff is JSON formatting (trailing whitespace, indentation, EOF newline).
