Switching the x-api module source and version affects which backend package is deployed in QA; impact is limited to manifest wiring, not application code in this repo.

Overview
VirtoCommerce.Xapi is moved from the GithubReleases module list (3.1016.0) to the AzureBlob prerelease source as VirtoCommerce.Xapi_3.1019.0.zip, so QA can pull the newer x-api build from blob instead of the pinned GitHub release.

The rest of the diff is JSON formatting (trailing commas/whitespace, indentation) in backend/packages.json.
