Reads accurate to me — the new wording matches the post-#1922 behavior for FAIL/WARN/IGNORE consistently. The "related to merge of #1922" coupling in the PR body covers the ordering. The graded "Enforce / Expect / Ignore presence" phrasing makes the differences crisp.
