GT-435, GT-448 and GT-585 move to DEFERRED by owner decision on 2026-07-31.
Not abandoned, and not reclassified to make a number look better: GT-435 and GT-448 are blocked on owner infrastructure — Coolify secrets, deploy hooks, the VPS itself — and no session can advance any of it without credentials it must not have. GT-585 depends on production labels from real gate overrides, so it cannot be honestly closed before the production path exists.
GT-324 remains a contextual dependency only; this PR does not flip its row. The code-side half already landed in #307; what is deferred here is the promotion path and the measurement work that depends on it.
Each changed row records the decision, its date and its reason, so the state is attributable rather than merely changed.
Counters recomputed from the rows:
619 / 645 done · 8 in progress · 11 pending · 7 deferred. Guard 08 green; reconciliation and executive summary regenerated; guard 46 reports the six-link chain at a fixed point.
