Merge develop into main after the evidence-command ratchet update landed in develop via PR #355.\n\nIncluded change:\n- Evidence-command corpus reports 0 local dead references and CI ratchet basis 17.\n- CI dead-reference ratchet is lowered to --max-dead 17.\n- The tracked gap remains IN-PROGRESS because the executable sweep still has historical non-green records.\n\nLocal validation on merge branch:\n- node .harness/scripts/ci/41-validate-evidence-commands.mjs --strict --max-dead 17\n- node .harness/scripts/ci/08-validate-tracking.mjs\n- node .harness/scripts/ci/01-validate-docs.mjs\n- git diff --check HEAD~1 HEAD
