Simplify Agents SDK trace spans

Agents SDK traces currently emit many near-zero-duration implementation spans. That adds ingestion cost and hides the agent turn and model invocation users actually need.

Collapse internal startup, request setup, and fiber lifecycle bookkeeping while retaining the lifecycle spans that group native storage operations. Use stable verb-object names for request handling, agent turns, durable submissions, and response streaming. Keep agent invocation, model calls, and tool execution visible through the OpenTelemetry GenAI hierarchy.

Think durable turns use submit_agent_turn when accepted and run_submitted_agent_turn when later executed. Context overflow recovery appears as compact_conversation_history only when compaction runs.
