Documents the eight user-facing changes in 3.9.5: query error 2120 as an auth error, four Stellar error-handling and timeout corrections, the partial fix for unbounded internal waits, WaitUntilReady for Stellar, and the gRPC receive message size limit. Internal-only work is omitted (CI workflows, the FIT performer, the version bump). NCBC-4251 is described as partial: two of the four waits its ticket names were addressed.
