These two changes are in one PR since just the 11.4 beta addition would fail withtag not found in manifest for "php": "8.3-fpm-alpine3.22"ingenerate-stackbrew-library.shwithout the Alpine migration.Builds will likely fail until PHP images are fully pushed: docker-library/official-images#21643
