If the branch name for the tool matches the protected branch pattern, the branch can't be deleted, and it can't be directly pushed to. This breaks the tool. So, make sure it doesn't match the pattern.

Update the agent prompts based on various trips that happened in this month's post-meeting propagation cycle.
In addition, change the branch name for the automated section renumbering tool PR because it matches the protected branch pattern. That prevents its deletion or pushing updates. That's bad.
