This PR upgrades the pinned spack/spack-packages release used by the container build tooling to v2026.06.0, aligning the repo with the upstream spack-packages v2026.06.0 release.
Changes:
- Bump
SPACKPACKAGES_VERSIONfromv2026.03.0tov2026.06.0. - Drop cherry-picks that are no longer needed on top of the newer spack-packages release while retaining the remaining required cherry-picks and their documented descriptions.
