This PR updates the EPIC Spack environment definitions to include EPIC 26.07.0 (2026.07.0) and bumps the pinned eic/eic-spack revision used during image builds.

EICSPACK_VERSIONto a newer pinnedeic/eic-spackcommit SHA.
