Add TargetRegistry/DefaultTargetRegistry in plugins/core, Android bootstrap (AndroidTargetRegistry + registerAndroidDefaults), and migrate DSL entrypoints to registry-backed self/dep validators (jvm.library vs android.library). Sample and plugins builds stay green.
