Refactor sólido: extrai componentes duplicados do changelog para snippets/changelog-components.mdx, move estilo inline para classes cl-* no custom.css e adiciona media query mobile coerente. Diff enxuto, comportamento visual preservado e SKILL.md atualizado consistentemente.

A responsividade das telas de changelog não estão responsivas o suficiente, quebrando a visualização em dispositivos móveis. Esse PR tem como objetivo melhorar a estilização das telas de changelog para promover uma melhor responsividade.
Correção
As estilizações css foram modificadas e medias queries foram adicionadas. Além disso, foram extraídos os componentes utilizados pelo changelog de corridas e pelo changelog de entregas, facilitando a manutenção e evolução desses componentes de forma centralizada.
