Same root cause as the MD004 fix in #30: release-please's generated CHANGELOG template inserts double blank lines between its heading and section blocks (confirmed in the live CI failure log for PR #29, CHANGELOG.md:10 and :22). This is fixed template output from the release-please action, not something under our control, so it will recur on every future release PR unless disabled at the config level.
