Snappy's COPYING file referenced `CC-BY-3.0`, `CC-BY-4.0`, and `MIT licenses` for benchmark data: - fireworks.jpeg - paper-100k.pdf - kppkn.gtb But it did not include the full license texts. Appended the full license texts to the COPYING file to ensure compliance. Project Gutenberg files are in the public domain and their trademark references were stripped, so no Gutenberg license was added. Fixes: https://crbug.com/493761705
