Re-vendors skills from jfrog/jfrog-skills@v0.16.0, which adds a new skill (jfrog-ai-catalog-skills) and updates the jfrog skill. Updates the V9 vendored-content test to expect the three skills and documents the new skill in README/VENDOR. Co-authored-by: Cursor <cursoragent@cursor.com>
