Raise develop new-code coverage above 80% (pass 2) - #972

Add Http2Helper frame-writer unit coverage, HttpHelper/NetworkHelper/compression/cert loader/QPACK error paths, ProxyAuthorizationException redaction, and H3 forced-502 plus gzip bridge cases. Targets develop new_coverage (79.1%) over the 80% gate. Co-authored-by: Cursor <cursoragent@cursor.com>
