Build hub.kiwitcms.eu/kiwitcms/version:16.0 and hub.kiwitcms.eu/kiwitcms/enterprise:latest locally before running test-via-docker, so the marketplace image is tested against freshly built Django 6 base images instead of the published ones. Mirrors kiwitcms/enterprise#831.

Build & test against a minimum of Python 3.12 and Django 6 (latest kiwitcms/Kiwi from the master branch, which now pins Django 6.0).
