Adds acme-client-rs to the Rust section of
clients.json.It is a single-binary CLI ACME client (RFC 8555), not browser-based, and supports automatic renewals at randomized times (systemd timer
RandomizedDelaySec/ cron). Supported challenges: HTTP-01, DNS-01, TLS-ALPN-01 (plus an experimental DNS-PERSIST-01). Also supports EAB, ARI (RFC 9773), IP identifiers (RFC 8738), and certificate profiles.Updated the top-level
lastmoddate stamp and appended the entry to the end oflistper the contributing guidance.
