Updates the Overview section of references/workspace/custom-roles.mdx to clarify the difference between system and custom roles, and explains how system roles (Admin, Developer) behave differently when assigned at the organization vs project level.

For a fuller breakdown of how organization and project roles differ, see [Organization vs. project roles](/references/workspace/roles#organization-vs-project-roles).

Custom roles are either **project scoped** or **organization scoped** — not both. When creating a new custom role, you must select whether the role will be applied to a user or user group at the project level or at the organization level. If you select organization, only organization scopes will be displayed; if you select project, only project scopes will be displayed.
