As these have to be manually defined in downstream repos I see no harm in merging this to have it available on the v1 branch.

Introduce workflow wrappers for checkout and first interaction actions, and update the checkout action to version 7.0.0 across workflow files.

Note on the POC: It used
linuxserver/github-workflows/.github/actions/checkout@wrappers(this PR branch) rather thanlinuxserver/github-workflows/.github/actions/checkout@v1(the target branch for this PR). The test was successful. You can see the results in the action that ran on the PR. It successfully used this checkout action to check out its own repo and thencatthe readme file (so we know it checked out the right thing).
