MCC-1515603 - Python Lib-README Update for Custom Code Collaborators

Note: While tracked under the larger MCC-1515603 initiative, this specific PR contains README adjustments and documentation fixes only.

Changes

  • Modified readme/README-v1.1.0.md:
    • Updated the Authentication section to detail Custom Code Collaborator capabilities (shared project tokens, owner-only management, and publish concurrency locking).
    • Added troubleshooting guidance for collaborator access failures and publish-lock scenarios.
    • Added the required note regarding the expected 15-20 minute UI delay after a successful publish().
    • Corrected the dry_publish() and publish() validation tables to accurately reflect that authorized collaborators (not just project owners) can publish to a project.
