This is the first in a series of changes to the pdf converter. I'm going for smaller crates that the pdf converter will import and use, each with ownership of a logical slice of behaviour.

There's a bunch here I didn't add because I don't want this to become even bigger. I'm going to merge roughly the basics and try to keep this under 10k lines I can actually fully read and review with good attention.
