Adds a reusable workflow that enables auto-merge on non-major Dependabot PRs once required checks pass, plus groups this repo's Dependabot updates into one PR per ecosystem. Consumer repos call it via a thin
pull_request-triggered wrapper (added separately once this is tagged v1.7.0).
