Make the order consistently ordered by descending newness. This is technically a change in behavior, but only in the rare (or non-existant) case of a component exporting multiple handler interfaces. In any case the new logic of preferring the most recent interface is almost certainly what someone would expect to happen if they intentionally implement multiple exports.
