Remove tests that only mirror committed build frontend contents without exercising their behavior.
Keep the core dependency generation rule in `depend` so configure and Windows setup share the same entry point. Preserve NMake output when the generated dependency file is rebuilt.
Avoid repeatedly reading common headers while scanning multiple source files, especially when the source tree is accessed over a network.
Record scanned paths beside generated dependency files so repeated configuration can avoid rescanning unchanged source trees.
It's redundant with `rb_hash_new_capa` which is public API, might as well use that one.
