Import Lua health checks from openstack-k8s-operators/gitops so the standalone ArgoCD can report accurate status for RHOSO CRDs (OpenStackControlPlane, DataPlaneNodeSet, etc.) and related operators (Subscription, NMState, BareMetalHost, ESO, Vault). The openstack-operator CSV only supports AllNamespaces install mode. The ClusterGroup chart defaults to OwnNamespace (targetNamespaces set to the namespace itself), which causes the CSV to fail with UnsupportedOperatorGroup. Setting targetNamespaces to an empty list makes the chart omit the spec.targetNamespaces field entirely, which OLM treats as AllNamespaces mode.
