WIP: CLI x SDK - Add project create and deploy commands

Summary

Adds vs project create and vs project deploy support for generating and deploying a full-stack Viking web app.

Changes

• Add project creation flow with embedded project-web template generation.
• Support API key auth and AK/SK fallback from flags, env, or vs auth.
• Add Cloudflare deployment flow with build/install handling and URL output.
• Add a localized web template with search and recommendation UI.
• Add template embedding script, docs, and acceptance coverage for project commands.

Testing

• Added acceptance tests for project help, project creation, invalid deploy targets, and fake deploy flow.
