chore(tooling): remove validated label on each push

This pull request addresses

• Poisoning of pull-request.yml pipeline as validated label is persisted

by making the following changes

• Adding an explicit script to remove validated label on every push
• Adding more guardrails in pull-request.yml to not run the script on syncronize.
