docs: announce new filtered stream rule operators in changelog

Summary

Adds a changelog entry announcing three new Filtered Stream rule operators (from_affiliate_of:, to_affiliate_of:, min_followers:) that shipped to the X API v2.

Changes

• Added a May 26, 2026 entry to the English changelog describing each operator with a usage example and a link to the operators reference.
• Mirrored the entry in the Spanish, Japanese, Korean, and Portuguese changelogs.

Context

The operators are already listed in the Filtered Stream operators reference table. The changelog entry surfaces the change to users following release notes.
