Changes:

Remove net6.0 target
Add net8.0 target
Update assembly and package version to 4.0.
Update Changes.md with draft for 4.x

Dropping net6.0 will more easily support trimming and other potential breaking changes.

I know...I'm very lax in giving support to this library recently. I have some time set aside in the next couple of weeks to focus on this. I will shoot for a mid-March release of a new version that is trimmable.
